The Monash University Human Research Ethics Committee (MUHREC) may approve the use of lottery in research projects on a case by case basis. However, researchers must comply with the Gambling Regulation Act.

The Victorian Commission of Gambling Regulation has advised that if researchers are offereing potential participants free entry into a draw to win a prize it would be considered a Trade Promotion. A permit is required for a trade promotion lottery where the total retail value of all prizes is more than $5,000. Trade promotions with prizes under $5,000 do not require a permit, however, certain conditions must be followed (see above PDF for more information).

Projects where all potential participants are offered a voucher/scratchie, the above lottery requirements/conditions do NOT apply.
