Biography

Professor Just Stoelwinder is Chair of Health Services Management and Head, Division of Health Services and Global Health Research, School of Public Health and Preventive Medicine, Monash University.

Originally trained as a specialist General Physician, Just's career has involved long-standing senior appointments as a hospital and health service CEO, board director, academic and consultant.

Just is a Chief Investigator in the NHMRC Centre for Research Excellence in Patient Safety and is involved in developing and testing indicators of patient safety and quality. He also conducts research in health insurance underpinning the reform of Medicare to a consumer choice model, now referred to as ‘Medicare Select'. Other areas of study include health care utilization by the elderly, workforce modelling; the measurement of health status and function for the elderly, the epidemiology of obesity, trends in demand for emergency services and patient flow in rehabilitation. He coordinates the health services management teaching for the School and supervises PhD, DPH and MD students.

Just has also held professorial appointments in the Monash University Faculty of Business & Economics (including Acting Director of the Centre for Health Economics) and in the Medical Faculty at Flinders University. He has been a Visiting Fellow at a number of international organisations including the King's Fund, London; Kaiser Permanente Medical Group, Oakland; Boston University and the Wharton School, University of Pennsylvania and recently at the Institute for Health Policy & Management, Erasmus University, Rotterdam.

Just has published extensively on health policy, organisational change, management development, quality and safety, epidemiology, managing health professionals and management accounting in journals, monographs and textbooks and has been an innovator in developing web-based undergraduate and postgraduate teaching programs in health management and policy.

Apart from his academic role Just is currently Chair of the Board of Ambulance Victoria. He was a Director of Medibank Private Limited from 2002 to 2011 and served as a Director of its subsidiary company, Australian Health Management Group Limited (ahm). Prior to this appointment he was a Board Member of the Private Health Insurance Administration Council (PHIAC), the regulator of health insurance in Australia. Just has been a Director of a number of public and private sector health care organizations and has been a consultant to academic, government and private clients in Australia, Canada, USA, UAE and the UK.

 Just has extensive experience as a senior health services executive. For over 16 years, until the end of 1998, he was the foundation Chief Executive Officer of the Southern Health Care Network (Victoria's largest health care provider) and before that foundation CEO of its teaching hospital, Monash Medical Centre and CEO of the Queen Victoria Medical Centre, Melbourne. During this period he led the largest hospital development and re-location project in Australian history with the construction of phases 1 and 2 of the Monash Medical Centre at Clayton and Moorabbin; the re-location of the Queen Victoria Medical Centre to Clayton, its merger with Price Henry's Hospital and Moorabbin Hospital to form the Monash Medical Centre and the re-location of Prince Henry's Hospital. At Southern Health he led the integration of acute, sub-acute, aged care, rehabilitation and community health services across the region and significant re-developments at Dandenong Hospital and Kingston Centre
