John Madden is a Professor in the Centre of Policy Studies (CoPS). He was Deputy Director of the Centre from 2004 to 2012. Prior to joining CoPS in 2002, Madden was Director of the Centre for Regional Economic Analysis at the University of Tasmania for eleven years.
John’s research interest is in economy-wide modelling of policy-relevant issues. In the late 1980s he developed the FEDERAL model, one of the first large-scale multiregional computable general equilibrium (CGE) models. More recently, John has led over the past four years the research teams that constructed a dynamic CGE model of Malaysia for the Malaysian Ministry of Finance, and a dynamic fiscal CGE model of Florida for the Office of the Florida Legislature.
John has employed these models, and other CGE models developed by CoPS researchers, to examine a wide range of economic issues. These include: fiscal federalism, regional development, major investment projects (e.g. Very Fast Train and North West Shelf Gas), tourism, mega-events (e.g. the Sydney Olympics and the Soccer World Cup), natural resources and the environment, health (e.g. eHealth and the US Affordable Care Act), labour markets (e.g. the national wage case), transport, and microeconomic reform (e.g. National Competition Policy).
Contract research affords John the opportunity to research questions of current interest to policy makers, and provides an opportunity to obtain access to otherwise unavailable data essential to policy-relevant research. John has undertaken over 130 contract-research and grant-supported projects. He has undertaken studies for various Australian government departments, all Australian state governments, overseas governments, and many private organizations.
John has had a long involvement with the multidisciplinary Regional Science Association International (RSAI). He is Immediate Past President of the Pacific Regional Science Conference Organisation which is the RSAI supra-regional organization for the Asia-Pacific. He was one of six elected Councillors-at-Large on the International Council of the RSAI. He is also a former president of the Australia & NZ section of the RSAI and of the Tasmania branch of the Economic Society of Australia. He is currently a regional editor (Asia Pacific) of Regional Science Policy and Practice.
