Associate Professor Frank Collins is currently Head of the Structures Group, Department of Civil Engineering. Before joining the Department in 2007, Frank was a Director of the international consulting engineering firm, AECOM (Maunsell). He established and managed AECOM's Advanced Materials Group, including technical and commercial leadership, and providing high-level advice on many international infrastructure projects. His professional career has been different to most academics, including 19 years as a Chartered Professional Engineer. Dr Collins' research interests include meeting the challenges of sustainable built infrastructure. The key focus areas include: (1) Utilisation of wastes as alternative construction materials; (2) Impairment of sustainability of built infrastructure by ageing; (3) Smarter construction technologies towards building durable and stronger infrastructure.

A carbon nanotube-cement nanocomposite is being developed to improve strength & durability. Stronger, lighter structures are viable. Less cement (& steel reinforcement) will lead to lower CO2 emissions & more sustainable structures.

(a) Alkali-activated slag (AAS), as 100% replacement of cement (OPC), significantly reduces the carbon footprint. Dr Collins’ PhD research pioneered high early strength AAS & completed within record short time for Monash (2 yrs, 2 months)
(b) Alkali-activated fly ash (100% OPC replacement) specifically addressed superior performance in fire events;
(c) CO2 sequestration by concrete demolition waste was previously unaccounted in lifecycle estimates

(b) Predictive modelling of ageing: “when to intervene?” & “how?”- while maintaining structural performance, are addressed in ARC Linkage Projects, LP0883290 & LP0776702(Collins Lead CI), collaborations with AECOM, Ports of Sydney & Geelong. The 3-dimensional (3D) modelling of ageing are unique, providing decision-support for asset managers. LP0776702 addresses the uncertainties that exist with cathodic protection (CP) of corrosion-damaged reinforced concrete and providing more rigorous procedures for verifying performance of CP systems

CIV4212 Civil Engineering Practice
CIV4212 is the capstone design project for final year students. Student groups undertake the design of an actual and current civil engineering project in Melbourne. the professional skills the students acquire include: understanding the complex, integrated and multidisciplinary nature of engineering projects; the need to formulate the project problem clearly and communicate the concepts at the correct level to various audiences; understand the construction constraints that apply/impact on engineering design. The stuents undertake and prepare the documentation for concept and detailed designs, while drawing on group work and leadership skills. At completion of the project, students appreciate the professional and ethical nature of engineering projects, the need for an integrated design leading to a sustainable solution, and the importance of good teamwork and cvommunication.
CIV2226 Concrete and Masonry Structures
Level 2 students are provided with the principles of structural analysis of reinforced concrete; concrete technology; and masonry structural design. The unit provides a balanced coverage of analytical methods, design aspects, and practical construction aspects.
CIV3203 Civil Engineering Construction
This unit provides an introduction to the nature of civil engineering construction. A Melbourne-based construction project is the focus of the unit and weekly practice classes were sourced from aspects of the project and supported by Industry mentors during classes. Relevant OHS (students receive White Card training), Quality Management, Scheduling, Cost Control, Construction Contracts, and site environmental management
issues and requirements are covered in the unit. Each student receives industry experienceby working with a
construction company.
Extensive industry experience (19 years) underpins Dr Collins’ current contributions to the faculty and
university, the engineering profession, and broader community. The key contributions include:
1. Professional participation in major international infrastructure projects ,having achieved
leadership roles within major engineering organizations. Ongoing contact with that network enriches
our teaching and research activities and provides opportunities to our students and staff;
2. Head of Structures Group, Department of Civil Engineering, coordinating the diverse research,
teaching, and consulting activities within the group;
3. Membership of Australian and international committees organisations:
