Julie Debeljak has been an Associate Professor, Faculty of Law, Monash University (2013-) and is a foundational Deputy Director, Castan Centre for Human Rights Law (2000-). Previously she was a Senior Lecturer, Lecturer, and Assistant Lecturer (1996-2012).
Julie researches in the fields of international human rights law, comparative domestic human rights law, constitutional law, and human trafficking. She has co-authored a book, co-edited two collections on human rights in closed environments, and authored numerous articles and book chapters. Julie has been awarded two ARC Linkage grants.
She has been involved in human rights capacity building with Victorian, Australian and overseas governmental and non-governmental bodies.

Julie co-authored with Susan Kneebone Transnational Crime and Human Rights: Responses to Human Trafficking in the Greater Mekong Subregion (Routledge, 2012), and co-edited two collections on Human Rights in Closed Environments (one forthcoming). She has written numerous book chapters and articles on topics including human rights and democracy, the domestic implementation of human rights obligations in Australia and comparatively (including on the Victorian Charter of Human Rights and Responsibilities), human rights in closed environments, legal responses to trafficking in persons, the rights of indigenous peoples, and access to civil justice and human rights. Julie completed her doctorate in 2004 on comparative domestic human rights protection. She also regularly writes submissions to parliamentary and public inquiries.
Julie has been awarded two Australian Research Council Linkage grants. The first, with Profs Kneebone and McSherry, considered Australia's Response to Trafficking in Women: A Model for the Regulation of Forced Migration in the Asia-Pacific Region (2006-2009). The second, with Prof Freiberg, Assoc Profs Naylor and Thomas, and Dr Dussuyer, considers Applying Human Rights Legislation in Closed Environments: A Strategic Framework for Managing Compliance (2009-2012).
Julie has been involved in human rights capacity building, involving numerous human rights courses for Victorian, Australian and overseas government officials and agencies (including the judiciary), independent statutory authorities, non-government organisations and the private sector.
