Full-fee domestic coursework placesStudents at Australian campusesCourse feesCourse fees* are payable for each unit of study undertaken by undergraduate and postgraduate fee-paying students not in a Commonwealth-supported place. The amount varies from course to course and is payable each semester by the date shown on your `Enrolment details and fee statement'. Students enrolled in these full-fee paying course places may be eligible for FEE-HELP (see below). If you have a brother or sister studying at Monash, a sibling discount may be approved. * For future years of your course Monash University reserves the right to adjust annual tuition fees. However, the University undertakes that any adjustment factor will not exceed 6 per cent per annum and will be applied on 1 January each year for that calendar year. Single unit (not-for-degree) enrolmentThese fees, which vary between units, are payable each semester by the due date on the `Enrolment details and fee statement'. Students enrolled in single units are ineligible to access the FEE-HELP or HECS-HELP facilities and will consequently be assessed and be liable to pay at the full-fee rate. Australian government student loan schemesFEE-HELP for domestic full-fee paying studentsFEE-HELP provides an interest-free, income-contingent loan to eligible domestic students enrolled in full-fee undergraduate and postgraduate non-research award courses. Australian citizens and Australian permanent humanitarian visa holders are eligible. FEE-HELP is not available to Australian permanent resident visa holders who commenced their course after 1 January 2005. The FEE-HELP loan amount is for tuition fees only. The FEE-HELP limit is the maximum amount that a person can borrow under FEE-HELP over their life-time. This limit excludes any loan fee that may be payable. The FEE-HELP limit in 2008 is $102,000 for medicine, dentistry and veterinary science students and $81,600 for all other students. The FEE-HELP limit is indexed annually and a government loan fee of 20 per cent applies to FEE-HELP loans for undergraduate courses of study. This scheme is available to both new and returning students. New students will be issued with a FEE-HELP information booklet and instructions regarding completing the appropriate form as part of their offer package. Any student who believes they may be eligible for FEE-HELP and does not receive this information should contact the Student Service Centre for further details. Eligible students who wish to pay for part or all of their tuition fees through FEE-HELP must complete a `Request for FEE-HELP assistance' form by the relevant census date (ie 31 March for semester one, 31 August for semester two), including the provision of a tax file number. A student can then elect to pay a portion of fees directly to the University, and the remaining debt will be registered as a loan through the Australian Taxation Office (ATO). An interest rate is not applied to FEE-HELP, however it is indexed each year. The indexation amount does not count towards your FEE-HELP limit. A student will commence repaying any FEE-HELP loan through the ATO once their income reaches the minimum threshold for compulsory repayment. The University will provide a Commonwealth assistance notice (CAN) on a semester-by-semester basis which will outline the enrolment and fee liability for the relevant semester. The FEE-HELP liability is calculated each semester on the census date. If you remain enrolled in a unit after the census date, you will incur a FEE-HELP liability regardless of whether or not you are attending that unit. To avoid this liability, you must complete an `Enrolment amendment' form and discontinue the unit by the census date (see `Changing your enrolment details' in section 3.5) Eligible students who fail to pay their tuition fees in full or who do not apply for FEE-HELP (and provide a tax file number) will be at risk of having their enrolment invalidated. PELS transitional arrangements for Australian permanent resident visa holdersIf you are a holder of an Australian permanent resident visa (other than a permanent humanitarian visa), you would not normally be eligible for FEE-HELP. However, if you have already previously incurred a Postgraduate Education Loan Scheme (PELS) debt and you have not completed that course, you may be eligible for transitional arrangements that would allow you to access FEE-HELP under the pre-2005 PELS eligibility criteria. These transitional arrangements will be available until 31 December 2008. Transfer from a full-fee place to a CSP (Monash Achievement Award)Each year, undergraduate and in some faculties, honours students, enrolled in domestic full-fee paying places are eligible to transfer within the same course to a Commonwealth-supported place in the subsequent years of their course if places are available and they meet specific criteria.
