Commonwealth supported places (CSP)Students at Australian campusesAustralian citizens, holders of Australian permanent resident visas and permanent humanitarian visas, and New Zealand citizens may be eligible for government support to fund their studies via the Commonwealth-supported places (CSP) program. A summary of the terminology is as follows:
The 2008 full-time, full-year contributions for each band are as follows:
* Pre-2008 students: The maximum student contribution amount that may be charged for Accounting, Administration, Commerce and Economics units is $7,260 (av. $908 per 6 credit point unit). Part-time students will be required to pay a pro-rata amount based on their study load (ie EFTSL). Students who take units across different contribution bands will also pay a pro-rata amount based on their study load. The SCA liability is calculated each semester on the census date. If you remain enrolled in a unit after the census date, you will incur an SCA liability regardless of whether or not you are attending that unit. To avoid this liability, you must complete an `Enrolment amendment' form and discontinue the unit by the census date (see `Changing your enrolment details' in section 3.5) A detailed description of CSP is found in the CSP information booklet that you receive on enrolment. You may obtain another copy at any Student Service Centre. You should read the booklet each year in case any legislative changes have occurred. See also information about the Student Learning Entitlement (SLE) in this section. Australian citizens and permanent humanitarian visa holders (students new to Monash or pre-2005 Monash students who change course code)If you are new to Monash University or a pre-2005 or pre-2008* Monash student who changes course code you will be automatically assessed according to the 2008 SCA Band rates. Any student, whether new to Monash University or pre-existing, who has previously incurred a HECS liability (upfront or deferred) should also read the `HECS transitional arrangements' to ascertain whether they can be assessed according to the previous legislation. The 'Request for Commonwealth support and HECS-HELP' form should be completed via the Web Enrolment System. In accordance with the legislation and University policy decisions, students new to Monash and pre-2005 or pre-2008* Monash University students who change course code will be subject to a higher student contribution amount (SCA), except in the national priority areas of education and nursing. Australian citizens and permanent humanitarian visa holders will be entitled to make their SCA payment via the following methods:
Any upfront or partial payments must be made by the due date shown on your `Enrolment details and fee statement'. If the payments have not been made by the census date, and a tax file number has not been supplied, then in accordance with the legislation your enrolment will be cancelled and you will not be able to resume studies in that course in the relevant semester. If you choose to defer the payment or select the partial payment option, your tax file number must be recorded with the University before the census date. Note: If you have elected to defer your fees and you wish to make a payment, this must be made before the census date of the unit/s. Students who fail to provide their tax file number or a certificate of application for a tax file number from the ATO prior to the census dates will have their enrolment cancelled and will not be able to resume studies in that course in the relevant semester. If you choose the deferred payment option, your `Enrolment details and fee statement' will display the amount owed to the ATO. When your taxable income reaches a certain threshold, you will commence repayments through the taxation system. The ATO will charge indexation on any amount that is deferred. You have the right to make payments direct to the ATO at any time. New Zealand citizens and Australian permanent resident visa holders (students new to Monash or pre-2005 or pre -2008* Monash students who change course code)If you are new to Monash University or a pre-2005 or pre-2008* Monash student who changes course code you will be automatically assessed according to the 2008 SCA Band rates. Any student, whether new to Monash University or pre-existing, who has previously incurred a HECS liability (upfront or deferred) should also read the `HECS transitional arrangements' to ascertain whether they can be assessed according to the previous legislation. New Zealand citizens and permanent resident visa holders must complete a `Request for Commonwealth support and HECS-HELP' form via the Web Enrolment System. Australian permanent resident visa holders who are not eligible for `transitional arrangements' and who take out Australian citizenship must note that they will not be entitled to the various payment methods offered to Australian citizens until they have undertaken the citizenship ceremony and can provide a certified copy of the citizenship certificate. In accordance with the new legislation and University policy decisions, students new to Monash and pre-2005 or pre-2008* Monash University students who change course code will be subject to a higher student contribution amount (SCA), except in the national priority areas of education and nursing. Additionally, New Zealand citizens and permanent resident visa holders will be charged an upfront rate without discount. The upfront payments must be made by the due date shown on your `Enrolment details and fee statement'. If the payments have not been made by the census date, then in accordance with the legislation your enrolment will be cancelled and you will not be able to resume studies in that course in the relevant semester. *Pre-2008 only applies to students studying in accounting, administration, commerce and economics units. HECS transitional arrangements for students enrolled at university prior to 2005 (differential HECS) and 1997 (non-differential HECS)The citizenship eligibility and fee assessment rates are different to those which existed under HECS. All students new to Monash or pre-2005 or pre-2008 Monash students who change course code will have a higher fee assessment rate to that of differential or non-differential HECS. Additionally, Australian permanent resident visa holders (excluding humanitarian visa holders) must pay their fees upfront with no discount, ie they will no longer able to choose to defer their fees or pay upfront with a discount. However, if you have previously incurred a HECS liability (deferred or upfront) prior to 1 January 2005 you may be eligible to retain your existing payment methods and fee assessment rate under the pre-2005 eligibility criteria. Australian permanent resident visa holders and New Zealand citizens who obtain transitional arrangements will also remain subject to the pre- and post-1996 citizenship eligibility criteria (see below). These transitional arrangements will be available until 31 December 2008. Guidelines are available at http://www.adm.monash.edu.au/enrolments/csp Students who wish to apply for pre-2005 or pre-1997 HECS transitional arrangements must complete a `Request for Commonwealth support and HECS-HELP pre-2005 HECS' form, available from any Student Service Centre. Applications must be submitted by your first census date as they will not be assessed retrospectively. If you are new to Monash but held a HECS place at another institution, you will be assessed according to the new post 1 January 2005 rules. If you seek to be assessed under the transitional rules, you will need to fulfil the requirements listed above and attach proof from the institution at which you held a HECS place. Applications must be submitted by your first census date as they will not be assessed retrospectively. Australian permanent resident visa holders other than New Zealand citizensStudents who hold an Australian permanent resident visa and who started their course of study between 1 January 1996 and 15 November 2004 can choose to pay the SCA upfront or defer. However, those students who had time to become Australian citizens but failed to do so will need to pay the SCA upfront. They will have to pay upfront with no discount if they:
Students who become permanent residents or started their course of study before 1996 will generally have the choice of upfront payment with a 20 per cent discount or deferred payment. New Zealand citizensNew Zealand citizens who started a higher education course on or after 1 January 1996 are required to pay their full semester student contribution amount (SCA) upfront with no discount. If they choose to become Australian citizens at a later date, they will be granted the option to pay upfront with a discount or defer. Nearly all New Zealand citizens in Australia are the holders of a temporary visa called a special category visa. Note that this is not a permanent resident visa. Any New Zealand citizen who does hold a permanent resident visa will be treated in the same way as permanent residents (see above). New Zealand citizens who started their current course before 1996 and have been resident in Australia for a continuous period of at least two years will generally be allowed to choose their student contribution amount repayment option. Australian government student loan schemesHECS-HELP for CSP studentsHECS-HELP is available to eligible Australian Citizens and Permanent Humanitarian Visa holders who are enrolled in a Commonwealth-supported place (CSP). HECS-HELP allows students to defer the subsidised course fee (student contribution amount) via the ATO or make payment directly to the University and receive a 20 per cent discount where the payment is over $500. New Zealand Citizens and Australian Permanent Residence Visa Holders are eligible to apply for a CSP but are ineligible to access HECS-HELP and must pay the subsidised course fee (SCA) directly to the University. Double-award programs with Monash and a second institutionStudents who are enrolled in a double-award course at Berwick (ie a bachelors degree at the University and an award from the Chisholm Institute of TAFE) will be required to pay a CSP student contribution amount based on the proportion of each year's work taken from the University together with the appropriate TAFE fees. The TAFE fees will be payable to Chisholm Institute, to whom inquiries about these fees should be directed. Student learning entitlement (SLE)As from 1 January 2005, the amount of support through a CSP that an eligible student can access will be restricted through a government initiative known as student learning entitlement (SLE). All eligible persons (ie Australian citizens, New Zealand citizens and Australian permanent resident visa holders) will be initially allocated seven EFTSL (equivalent full-time student load) of `ordinary' SLE. Any previous study undertaken through the Higher Education Contribution Scheme (HECS) will not impact on the amount of ordinary SLE that is granted. SLE is consumed when an eligible person is enrolled into a CSP and remains enrolled in CSP units after the census date. The SLE will be reduced by the EFTSL value of the unit even if the unit is discontinued after the census date or failed. The EFTSL value of a unit can be viewed via the online Undergraduate and Postgraduate Handbooks. A Commonwealth assistance notice (CAN) will be despatched to the my.monash portal within 28 days of each census date for which a CSP student has an enrolled unit. The CAN will indicate how much SLE has been consumed for the relevant period. CSP students who are enrolled in:
will also be granted some `additional' SLE. It must be noted that the additional SLE can only be used for that specific course of study and can only be consumed after all ordinary SLE has been consumed. It is a student's responsibility to keep track of the balance of their SLE. Further information
