2020 by 2020 -- Response to Green Paper -- Caulfield

The Climate Change and Sustainable Business Project proudly presents the following seminar by Associate Professor Ken Coghill:

2020 by 2020 -- Response to Green Paper, a presentation of a draft submission on the Carbon Pollution Reduction Scheme Green Paper. After graduating BVSc (Melb), Professor Coghill worked as a Department of Agriculture Veterinary Officer and was later elected as a Member of the Victorian Parliament and Speaker. He retired from Parliament in 1996 and joined Monash University. His PhD (Monash, Arts; 1999) was on Ministerial Responsibility and Accountability. He teaches in the Masters of Public Policy and Management program and conducts research in governance and in parliamentary studies.

Ken has been concerned about environmental sustainability since reading Limits to Growth in 1972.

The 2020 by 2020 submission argues for a reduction of per capita energy use to 2020 watts by the year 2020. The paper concentrates on the governance issues, especially the importance of engaging the community. Drawing on real world examples and literature highlighting successful processes, it suggests complementary ways in which parliament and government could involve communities and communities could work with government in moving to more sustainable lives.
