Promotion and recruitment

A. Policy


  • Recruitment of students is to be conducted in an ethical and responsible manner (NC 26)
  • Students' qualifications and proficiencies must be assessed by a suitably qualified person (NC 26)
  • Offers of course placement must be based on these assessments and ensure that the students have the appropriate qualifications and proficiencies to undertake the course (NC 26)
  • Course placement offers must provide information on English language requirements and/or recommended bridging courses (if necessary) (NC 27)
  • The provider must obtain evidence that the assessments of intending students' English language proficiency have been carried out, unless this is clearly not relevant. A suitably qualified person must do assessment (NC 28)
  • The registered provider must not accept or continue to accept students recruited by an agent engaged in dishonest practices (NC 49)
  • Serious sanctions can be imposed where the minister believes a provider has engaged in misleading or deceptive conduct in connection with the recruitment of overseas students or intending overseas students (s. 83(2))

B. Guidelines

All promotion and recruitment of students for study in courses offered to international students at Monash University must be carried out in accordance with the obligations and limitations imposed by the ESOS Act. As responsibility for promotion and recruitment lies with the registered provider irrespective of whether the provider carried out the promotion or marketing, agent monitoring must be systematic.

C. Obligations:

1. Recruitment and Marketing Division
 
  • Monitor agent performance as they relate to ESOS obligations and not continue to accept applications from agents acting unethically or dishonestly
  • Monitor and approve advertising in cases where arrangements are in place for the joint provision of a course
  • Ensure that any such advertising discloses the provider name and CRICOS number
  • Provide information about English language requirements/bridging courses in offer letters as required
2. Faculty
 
  • Ensure that staff engaged in recruitment activity are fully trained in the requirements of the ESOS Act
