Only courses that are provided as full time courses in Australia can be registered (NC 13.1)
Distance education and part time courses are not to be registered on CRICOS (NC 13.1)
Full time study for a particular course is to be such as the accrediting body for that course may approve (NC 13.1)
Normally, full-time study requires a minimum of 20 contact hours per week taken as an average for a term or semester (unless otherwise approved by the accrediting body) (NC 13.1)
The registered provider must enrol overseas students only in full time courses as defined at paragraph 13.1 and 13.1 of the Code (NC 30)
Where an overseas student is required to take extra units to complete a course of study and the remaining units do not constitute a full time load as defined in paragraphs 13.1 and 13.2, the code does not require the provider to enrol the student in full time study (NC 40)
Monash Definition of Full-time Study/Load
For the purposes of the ESOS Act 2000 and the National Code, Monash University, as the accrediting body, defines full-time study/load as enrolment in units with a minimum value of 18 credit points per semester or, including any summer or winter semester enrolment, 36 credit points for the academic year.
For Postgraduate course work students enrolled in study units with a minimum value of 12 credit points, an enrolment of 36 credit points over the full academic year will maintain enrolment as a full time student.
Monash policy on enrolment of international students
As a general rule, students are expected to enrol in units with the value of 24 credit points per semester or 48 credit points over the full academic year unless there are approved exceptions.
Approved exceptions include the following:
Students who have been granted credit will be permitted to enrol in 18 credit points in any one semester if unit availability or course progression rules do not permit an enrolment in a full 24 credit points.
Students who, because of course structure or progression rules, are unable to enrol in units with a value of 24 credit points. This can include Monash Abroad students studying at Monash for one semester.
Students enrolled in summer or winter school enrolment for the current academic year ie students who have completed a summer or winter semester unit preceding either semester one or two for the current academic year.
Students facing academic difficulties, upon faculty approval
Students facing illness or exceptional personal circumstances.
Students in their second last semester who have units with the value of more than 24 credit points to course complete. This can include Monash Abroad students studying at Monash for just 2 semesters.
Other exceptions may be given faculty approval on a case-by-case basis.
Where an exception is granted, a full time study load, in accordance with the Monash definition as outlined above, is acceptable.
Monitor and maintain enrolment of international students in a full time study load
Monitor enrolment loads of international students by running reports during the first week of semester and contact students who are underloaded to advise of corrective enrolment action
Monitor enrolment loads of international students mid semester (ie by 30 April in semester 1 and 30 September in semester 2) and liaise with Monash International as required concerning these reports
A web-based report is available through Callista in the Monash Reporting system.
Maintain a record of students not complying with the Monash Full Time Policy including reasons for the enrolment load, advice given to the student and the student response.
Take appropriate action to ensure that students are enrolled full time at all times
Approve students to reduce their load to the minimum full time load
As students are required to be enrolled in 24 credit points per semester, students seeking to reduce their load to a minimum of 18 credit points on the grounds of approved circumstances must be given faculty approval
The decision approving the study load must be recorded by the faculty and a note placed on central file
2. Monash International (ESOS Compliance Unit)
In order to ensure there are no systemic problems with full time enrolment at Monash University, the ESOS Compliance Unit will also run the web based 'Underload' report twice yearly, ie by 30 April and 30 September.
Faculties will be contacted if these reports reveal any enrolment patterns of concern
