Abstract:
This paper's objective
is to understand and improve the management of fleet safety with
positive spin offs for road safety. Methods and data sources include
a literature review, expert interviews, analysis of state and federal
statistics, analysis of fleet data and information and a review
of individual fleet programmes. The results will focus on the extent
of the problem of fleet safety, the development and evaluation of
fleet safety countermeasures, particularly overcoming barriers,
implementation and change management in organisations. The paper
concludes with a range of recommendations on the importance of fleet
safety and the steps required for improvement and evaluation.
Fleet safety is an area
of opportunity for road and occupational health and safety in Australia,
although the 'wins' will not necessarily be easy. The paper challenges
road safety researchers and professionals to 'open their minds'
and focus on 'damage only' crashes as well as injuries and fatalities.
Developing managers with a hybrid mix of skills, including research,
analysis, management of change and programme implementation are
key issues.
The main limitation of
the study is that it is exploratory and includes no controlled experimental
or before and after crash data. This will be the next stage in the
research process. The paper offers several new opportunities. Road
safety research in Australia has traditionally focussed on injury
data. This is too reactive and too late. By focussing on 'damage
only' data as well as injuries more proactive approaches can be
developed. Fleet safety is a very good and focussed way to lead
road safety researchers in this direction.
