Teo Ming Kian

Teo Ming Kian is Permanent Secretary of the Ministry of Finance and Permanent Secretary of National Research and Development in the Prime Minister's Office.

Mr Teo currently holds the following leadership positions:

  • Chairman of MND Holding Pte Ltd
  • Chairman of Inland Revenue Authority of Singapore
  • Chairman of Accounting and Corporate Regulatory Authority
  • Director of Temasek Holdings

Mr Teo was educated at Raffles Institution. He was awarded the Colombo Plan Scholarship to study at Monash University, from which he graduated with First Class Honours in Mechanical Engineering in 1975.

He attained the Master of Science in Management from the Massachusetts Institute of Technology, USA, in 1986.

Mr Teo started work in the Singapore Ministry of Defence in 1975. He was appointed as Permanent Secretary in the Ministry of Defence in 1991 and was also the Permanent Secretary of the Ministry of Communications from 1995 till 1999. Mr Teo served in executive and non-executive capacities at the National Science and Technology Board (now A*STAR) from 1993 to 2003. He was executive chairman of the Singapore Economic Development Board from 2001 to 2006.

He was awarded the Public Administration Medal (Gold) in 1993 and the Commander First Class - Royal Order of the Polar Star (Sweden) in 1994.
